Page 1 <br />WORK PLAN for SUBSURFACE INVESTIGATION <br />This Scope of Work for the Judicial Council of California - Administrative Office of the Courts <br />(JCC/AOC) RFP 208 has been developed for the property identified as the New Stockton Courthouse, <br />Hunter Square, Stockton, California (see Figure 1) and Stockton Future Courthouse Alternate Site, <br />Stockton, California, a vacant, 4.1- acre, area bounded by Washington, Lincoln, Market and Madison <br />Streets in the City of Stockton (see Figure 2). <br />This scope of work is preliminary to a potential property transfer and is NOT being directed by any <br />regulatory agency. The JCC/AOC would like to conduct a subsurface investigation at the sites to verify <br />the presence or absence of contaminants in the groundwater beneath the sites. <br />Site 1: Hunter Square. <br />The site is presently owned by the City of Stockton. See attached for the City of Stockton Encroachment <br />Permit. <br />The elevation of the Site is approximately 15 feet above mean sea level (amsl) and fluctuates in elevation <br />within a one-mile radius from 18 to 14 feet amsl traversing north to south, and from 0 to 22 feet amsl <br />traversing west to east. The Site is located in the approximate center of downtown Stockton, approximately <br />three blocks north of State Highway 4. <br />The Site has been a parking lot since 1963, and a decorative fountain was added around 1970. At present, <br />the Site is 50% asphalt paved, and 50% decorative fountain and grass landscape. <br />The Mormon Slough flows east to west approximately seven blocks south of the Site, and into the Stockton <br />Deep Water Channel. Storm water and surface water discharges by sheet flow to street gutter storm drains <br />and to storm drains in paved parking lots, and matriculates directly into those landscaped portions of the <br />Site. <br />Groundwater flows in a westerly direction. Shallow groundwater beneath the site is found between six feet <br />and 14 feet below ground surface. <br />There are existing LUST cases that might be impacting the shallow groundwater beneath the Site. They <br />are Weber Block located at Weber Avenue and El Dorado Street, Motor Pool and San Joaquin County <br />Support Services located at 222 E. Weber Avenue, and San Joaquin County Motor Pool located at 130 N. <br />Hunter Street. <br />Site 2: Area bounded by Washington, Lincoln, Market and Madison Streets. <br />The site is owned by the City of Stockton Redevelopment Agency and is signified by vacant and <br />undeveloped land. The site has been in its present condition since 1987. See attached for the City of <br />Stockton Redevelopment Agency Right of Entry permission. <br />The elevation of the Site is approximately 13 feet above mean sea level (amsl) and increases in elevation <br />within a one-mile radius from 7 to 18 feet amsl traversing west to east, and decreases in elevation within a
