WATERLOO ROAD, STOCKTON, <br />SAN JOAQUIN COUNTY (RB CASE# 390609) <br />California Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board) <br />staff reviewed the Remediation Report — Fourth Quarter 2013 (Report) dated <br />25 April 2014 submitted on your behalf by Advanced GeoEnvironmental Inc. (AGE), the consultant for <br />Deputy Dhaliwal. AGE stated the petroleum hydrocarbons mass removed from groundwater from <br />September 2013 through December 2013 by the groundwater pump and treatment system (GP&TS) was <br />47.8 lbs. (-7 gals.) of petroleum hydrocarbons as gasoline. AGE indicated remediation has significantly <br />reduced pollution, reporting an estimated 15,777.8 lbs. (2,390 gals.) TPHg, benzene, and MTBE <br />removed from groundwater since February 2003. Soil vapor extraction (SVE) has removed an additional <br />33,000 lbs. (-5,000 gals.) of petroleum between January 2003 and October 2011. AGE stated pollution <br />remains elevated at the eastern edge of the dispenser area and recommended continued operation of <br />the GP&TS for hydraulic control of the groundwater plume. <br />We concur the GP&TS system has operated successfully in the past; however, we are concerned an <br />average removal rate of 2.5 gallons of pollution per month may not be cost effective at this time. Since <br />concentrations of benzene at 7,900 ug/L, and MTBE at 3,100 ug/L remain high in the extraction wells, a <br />Work Plan to conduct pilot testing of additional groundwater cleanup technologies (e.g. air sparge, etc.) <br />to supplement the GP&TS should be submitted. <br />In addition, please continue to monitor the groundwater pollution semi-annually during the first and third <br />quarters of each calendar year until directed otherwise. <br />KAfIL E.
