EHD has a
contract with the California State Water Resources Control Board to conduct an
UST corrective action program. The above referenced site was placed in the
EHD Local Oversight Program (LOP) in February 1999.
The lateral and vertical extent of soil and groundwater contamination has not
been defined for your site. To date, eight Monitoring Wells (MW) and four
Groundwater Extraction Wells (EX) have been installed. The wells were installed
to investigate and remediate groundwater contamination caused by the leak from
USTs at your site. An interim remediation system is currently in operation on site.
Groundwater is being extracted from four wells, treated, and disposed of to the
public sewer. This interim corrective action must continue until a Corrective
Action Plan is approved by EHD.
EHD has not received Quarterly Reports as required. Reports have not been
submitted for the Fourth Quarter of 2003 and the First Quarter of 2004 as
required. Please submit these reports immediately.
In a letter dated September 24, 2003, EHD gave you a directive to submit a Work
Plan (WP) to define the extent of soil and ground water contamination by October
24, 2003. To date, a WP for further investigation has not been received by EHD.
This WP must be submitted immediately.
MW #8 was installed off site to the east of your property under the supervision of
Advanced GeoEnvironmental (AGE). This well is located on private property that
has recently changed ownership. The new owners plan to build a residence on
the parcel and want MW#8 destroyed. Please contact Harry Islas with the San
Joaquin County Community Development Department regarding access and
destruction of MW #8. MW#8 has evidenced groundwater contamination caused
