Box 622 <br />Bumey, California 96013 <br />Subject: Right-of-Entry to Collect Water Samples from an Old Agricultural Well at 1912 North Sutro <br />Avenue, Stockton, California: Sierra-Pacific Project No. 94-055.04 <br />Dear Ms. McClung: <br />Unocal received a letter from the California Regional Water Quality Control Board (RWQCB) on July 13, 2001 <br />directing Unocal to collect and test water samples from an agricultural well at 1912 North Sutro Avenue, Stockton. <br />Unocal then instructed Sierra-Pacific Group (Sierra-Pacific) to obtain a right-of-entry (ROE) license from the property <br />owner and take the samples. Sierra-Pacific made three unsuccessful attempts to obtain the necessary ROE from Laura <br />Bresciani, the current property owner. <br />I recently contacted Michael Infurna, San Joaquin County Environmental Health Department, about the ROE problem. <br />He met Ms. Bresciani for the third time, and asked Sierra-Pacific to solicit the ROE one more time. It is our <br />understanding that you have power-of-attorney for Laura Bresciani, and that under the circumstances, you want the <br />old well sampled.
