Waterloo Rd <br />Stockton, CA 95205 <br />The San Joaquin County Environmental Health Department (EHD) met with you and <br />your consultants from Advanced GeoEnvironmental, Inc. (AGEI), Bill Little and Robert <br />Marty, at the EHD Office at 600 E. Main Street, Stockton, California on 06 January <br />2009. Margaret Lagorio, Nuel Henderson and Harlin Knoll represented the EHD at the <br />meeting; Jim Munch and Jim Barton of the Central Valley Regional Water Quality <br />Control Board (CVRWQCB) also attended the meeting. The meeting was scheduled by <br />the EHD following your failure to reinitiate operation of the soil vapor extraction (SVE) <br />system on your site in accordance with the EHD directive letter of 25 November 2008. <br />At the meeting, the two primary justifications offered for shutting down the SVE system <br />were: <br />Time was needed to switch the PG&E billing from AGE to yourself; and <br />Delay in reimbursements from the Cleanup Fund is causing a cash flow difficulty <br />necessitating shutting the system down. <br />Bill Little proposed pulsing the SVE system by operating it one week per month, stating <br />that it would be the most cost effective method for remediation. The EHD cannot <br />approve that proposal at this time for several reasons: <br />The plume of groundwater impacted by the unauthorized release from the <br />underground storage tank (UST) system on your site is one of the largest that <br />the EHD provides oversight of, both in terms of area extent and mass of <br />contaminants. <br />The lateral extent of your plume has not been delineated, but is suspected of <br />extending over 800 feet westward, impacting the Western Farm Service well <br />WFS MW-20B on Gilchrist Avenue. <br />Meeting Summary and Directive Letter 0109
