Gurpal S Sidhu
23 January 2009
Waterloo Feed and Fuel
3032 E. Waterloo Road, Stockton, CA
systems operations; supporting documentation can be submitted to GeoTracker.
It may be beneficial to combine the quarterly report and the remediation report.
It is essential that your plume characterization effort continue in a timely manner; at this
point four CPT borings have been approved and the work plan should be implemented
without further delay. As offered by Jim Munch of the CVRWQCB, if the plume is fully
delineated and we have a good understanding of what controls its behavior, a reduction
in the operational time of the SVE system to save costs may be acceptable if the plume
can be properly managed. The CVRWQCB representatives also noted that if your site
is referred to them it will be under more stringent oversight requirements.
To continue moving your site toward closure by addressing the objectives discussed
above, you are directed to:
By 01 May 2009 implement the approved work plan to advance four CPT
borings;
Submit a proposed monitoring well sampling schedule that meets the
requirements noted above to the EHD before your next scheduled quarterly
monitoring event;
By 01 May 2009 submit a work plan to evaluate the potential for soil vapor
intrusion into the structure on your site and the immediately adjacent residential
structures; and
Continue full-time operation of both the SVE and GWE systems; inform the EHD
immediately if either or both systems are shut down for any length of time greater
than that necessary for routine maintenance.
You and your consultant should continually review your site status and recommend any
cost-cutting measures that can be implemented without compromising the objectives
needed to be achieved to properly manage your plume and bring your site to closure.
One way to reduce costs discussed at the meeting was to contact Western Farm
Service and discuss coordinating/sharing in site investigative work. You may contact
Nuel Henderson at (209) 468-3436 if you have any questions.
Sincerely,
Nuel C. Henderson, Jr., PG
Margare agorio, REHS
Engineering Geologist
Program Coordinator
c: James Barton, PG - CVRWQCB - 11020 Sun Center Dr. #200, Rancho Cordova,
CA 95670
William Little, PG — AGE' —837 Shaw Road, Stockton, CA 95215
Meeting Summary and Directive Letter 0109
