Robert Trommer, CHG, and Kirk Larson, PG <br />State Water Resources Control Board <br />Division of Financial Assistance <br />1001 I Street <br />Sacramento CA 95814 <br />Subject: Preliminary Five-Year Review Letters <br />San Joaquin County Environmental Health Department (EHD) has received and <br />reviewed ten preliminary five-year review letters each with your request to convey the <br />EHD's agreement or disagreement with the site-specific recommendations. The EHD <br />comments for those sites are provided herein. Due to the high volume of preliminary <br />five-year review letters and the ongoing workload and commitments of the EHD, the <br />following comments pertain only to the recommendations; other information in the five- <br />year letters that is incorrect or incomplete is noted only insofar as that information <br />directly affects the recommendations. <br />3032 Waterloo Road <br />The State Water Resources Control Board Cleanup Fund Five Year Review <br />Committee (CUF) recommends that the EHD direct the Responsible Party (RP) <br />to assess the effectiveness of the current treatment systems and consider adding <br />additional treatment technologies to achieve Water Quality Objectives (WQ0s) <br />more quickly. The EHD concurs with the CUF's preliminary letter dated 30 May <br />2008. Four new extraction wells were installed approximately 10 months ago, but <br />the wells have not been put on line. Also five cone penetration test (CPT) borings <br />have been approved to investigate the vertical and lateral extent of impacted <br />groundwater in the down-gradient direct; the work is pending. One deep and <br />three shallow monitoring wells have been installed to further delineate impacted <br />groundwater toward the west as was recommended by the CUF. <br />574 Grantline Road, W. <br />The CUF concurs with the EHD that ozone sparging should continue and the <br />treatment system should be maximized to achieve WQ0s in a timely manner. <br />The ozone generator is fully utilized for 10 injection points; the EHD will direct the <br />RP to evaluate the effectiveness of the current application on a point by point <br />basis and redirect the application as may be appropriate to maximize the <br />effectiveness of the application. <br />5-Year Review Comment Letter 072108.doc
