Wilson Way <br />Stockton, CA 95205 <br />The San Joaquin County Environmental Health Department (EHD) has received the approval of the <br />Central Valley Regional Water Quality Control Board (CVRVVQCB) and of the California Department <br />of Toxic Substances Control (DTSC) to proceed with oversight of your proposed soil removal action <br />addressing soil impacted by total petroleum hydrocarbons quantified as diesel (TPHd) and as motor <br />oil (TPHmo). <br />The EHD has reviewed Workplan for Limited Excavation Activities (WP), dated 28 March 2014, <br />prepared by your consultant Krazan & Associates, Inc. (Krazan). The proposed scope of work <br />includes removal of soil in an area approximately 7 feet by 50 feet to a depth of 2 feet below surface <br />grade (bsg) to remove impacted soil characterized by composite sample S26, S27 and S28. Six soil <br />samples will be collected from the excavation bottom and sidewalls and analyzed for TPHd and <br />TPHmo by EPA Method 8015C. A composite soil sample will be collected from excavated soil to <br />analyze for TPHcc and the CAM 17 metals to characterize for offsite disposal. A report of findings <br />will be issued following completion of the scope of work and receipt of laboratory reports. <br />As the purpose of the proposed soil removal is to remove soil known to be impacted primarily by <br />TPHd and TPHmo and to verify its removal, the EHD approves the proposed scope of work in the <br />WP. During the soil removal work, if the photoionization detector (PID) records hydrocarbon <br />concentrations in soil significantly above those encountered in the previous work or if significantly <br />impacted soil is encountered during the soil removal please add analysis for volatile organic <br />compounds by EPA Method 8260 on the apparently most impacted sample, also report all <br />laboratory results obtained by laboratory analysis for soil characterization for disposal purposes. <br />Following review of the report of findings, the EHD will issue a letter evaluating the effectiveness of <br />the soil removal in regard to achieving its stated purpose; if additional concerns are identified during <br />the course of the soil removal, the EHD will so advise the responsible party and appropriate state <br />agency.
