This site is <br />located at 2073 East Yosemite Avenue, city of Manteca, (San Joaquin County), California (subject <br />property or site). The site is currently occupied by Morgan Automotive Repair of Manteca which <br />included a rectangular shaped metal-frame and metal-sided office/warehouse, asphalt and concrete paved <br />areas, perimeter fence and block-masonry wall, and attendant landscaping. The subject property is <br />located on one parcel identified by parcel number 208-420-24. The subject property was situated in the <br />northeast quadrant of the intersection of Yosemite Avenue and Vasconcellos Avenue about 0.5 miles west <br />of State Route 99 in the western portion of Manteca (Figure 1). Mr. Robert V. Morgan is the trustee of <br />the Morgan Family Trust, the current owner of the subject property. (1) the presence of aboveground <br />storage tanks (ASTs) and 55-gallon drums of petroleum products and automotive fluids posing a material <br />threat of a spill or release; (2) the presence of a parts-washer; (3) the presence of two spray-paint booths <br />and a paint mixing room that involved the use of solvent-based paints, thinners, and cleaners; (4) the <br />historical use of the site for more than 10 years to perform truck and vehicle service, maintenance, and <br />repair and the generation of volumes of hazardous wastes and used/waste oil.
