Sierra Paperboard Facility <br />Regional Board Case 391188 <br />800 West Church Street <br />Dear Mr. Buehler: <br />On behalf of The Newark Group, Inc. (Newark), Amec Foster Wheeler Environment & <br />Infrastructure, Inc. (Amec Foster Wheeler) has prepared this Work Plan to perform additional <br />investigation in Area B-7 at the Newark Sierra Paperboard Facility in Stockton, California (the <br />site;Figure 1). The purpose of this investigation is to perform additional delineation of the <br />petroleum hydrocarbon extent in shallow groundwater underlying Area B-7 and to perform <br />additional assessment for shallow soil at Area B-7. Data collected during the shallow soil <br />assessment will be used to evaluate direct contact and outdoor air exposure risk. This Work <br />Plan was prepared in response to the November 18, 2016 letter from the Central Valley <br />Regional Water Quality Control Board (Water Board) to Newark, discussions during a January <br />26, 2017 meeting with the Water Board, and the January 26 e-mail from the Water Board <br />detailing the revised additional investigation items based on the January 26 meeting. An <br />extension to April 10, 2017 from the original submittal date of March 27, 2017 was requested for <br />this Work Plan in an e-mail to the Water Board dated March 17, 2017. <br />BACKGROUND <br />In August 1985, two 4,000-gallon diesel underground storage tanks (USTs) were removed from <br />the southwest corner of the site. No confirmation samples were collected following removal of <br />the USTs. Subsequent investigation activities performed in 2005 identified elevated <br />concentrations of total petroleum hydrocarbons (TPH) as gasoline (TPHg) and TPH as diesel <br />(TPHd). <br />In September 2012 URS Corporation (URS) advanced five borings (B-36 through B-39 and <br />B-41) using direct push technology. The borings were advanced for the purpose of further <br />characterizing the lateral and vertical extent of impacts in Area B-7 reported during the 2005 <br />investigation.
