Central Valley Regional Water Quality Control Board
23 May 2017
Charles Skobrak
9947 E. Highway 26
Stockton, CA 95215
LARRY'S AUTO, 308 NORTH GRANT STREET, STOCKTON, SAN JOAQUIN COUNTY,
CASE# 390170
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff have
reviewed the Site Assessment Work Plan (Work Plan) dated 5 May 2017, submitted on your
behalf by Advanced GeoEnvironmental Inc. (AGE) for the Larry's Auto property at 308 North
Grant Street in Stockton (Site).
In the Work Plan, AGE proposes to advance a total of seven (7) soil borings: four (4) in the
northwestern portion of the Site in the vicinity of Tanks A and D, and three (3) in the vicinity
of MW-5. AGE proposes to collect soil samples from all seven borings from 5 and 10 feet
below ground surface (bgs), with analysis to include: total petroleum hydrocarbons as
gasoline (TPHg), TPH as diesel (TPHd), and full-scan volatile organic compounds (VOCs).
Soil samples collected in the vicinity of Tank D (former waste oil tank) will include analyses
for total oil and grease (TOG), semi-VOCs (SVOCs), polychlorinated biphenyls (PCBs), and
Title 22 metals.
The proposed borings are appropriate to assess petroleum hydrocarbon impact to shallow
soil in the vicinity of MW-5, to properly assess the nature of the release in the vicinity of the
former waste oil tank, and to assess the Direct Contact and Outdoor Air Exposure risk in the
northwestern portion of the Site. As such, Central Valley Water Board staff concur with the
scope of work as proposed in the Work Plan.
By 25 August 2017, please submit a Site Assessment Report, which details the proposed
assessment activities and the associated findings. In the report, please include an
evaluation of the Direct Contact and Outdoor Air Exposure risk as compared to the criteria
established in the State Water Resources Control Board's Low Threat Underground Storage
Tank Case Closure Policy (LTCP). Please also include a recommendation for the need for
detailed fuel fingerprint analysis in MW-5 and other select Site wells.
KARL E. LONGLEY ScD, P.E. CHAIR PAMELA C.
