File Report <br />April 7, 1998 <br />Site Description <br />The facility is located on Wilson Way in the northern area of Stockton, California. The <br />area where the facility is located consists of a mixture of light industrial and commercial <br />businesses, with some light residential. The facility consists of two pump islands that <br />support an 80'x 60' canopy (approximate). The canopy is attached to a large concrete <br />constructed building on its west edge which is leased to a towing company. This canopy, <br />which limits the exposure to the elements, covers the majority of the area of concern <br />(see Figure 1). <br />Background <br />On September 10, 1997, a reported diesel spill occurred at the CFN Cardlock Facility <br />located at 2211 North Wilson Way, Stockton, California. According to records reviewed, <br />a patron of the facility spilled between 10 and 15 gallons of diesel fuel onto the concrete <br />apron near the inner most island of the fueling facility that is identified as pump <br />island #2. Reportedly, an adjacent building tenant contacted the local Fire Department <br />that responded and cleaned up the majority of the release with adsorbent materials. As <br />a result of the response and clean up, the SJCEHD (San Joaquin County Environmental <br />Health Division) was contacted, and an inspection was made of the spill area. During <br />this inspection, the SJCEHD noted pumping or hydraulic displacement of fuels up <br />through cracks and/or seams in the concrete apron near pump island #2 during the <br />movement of heavy truck traffic. <br />This prompted the SJCEHD to request the removal of the concrete apron and an <br />assessment to be conducted to determine the extent of the possible subsurface <br />contamination. RCP (River City Petroleum, Inc.) confirmed the hydraulic displacement <br />of fuels up through cracks by conducting a test using their own trucks. Amherst was <br />requested by RCP to visually inspect the fueling facility, to provide an independent report <br />of its findings, and to give RCP recommendations on how to further proceed. On <br />September 24, 1997, Amherst developed a Preliminary Site Assessment Report in which <br />Amherst agreed with the SJCEHD that there was a high probability of some subsurface <br />contamination as a result of the spill, and that further evaluation of the facility was <br />needed to determine the extent of the contamination.
