Wilson Way
Stockton, CA., 95205
FEB 1 4 2002
Site Code: 1304
RO#: 0000447
San Joaquin County, Environmental Health Department (EHD) has reviewed the "Fourth
Quarter 2001 Monitoring Well Sample Analysis Report" dated January 10, 2002 as
submitted by Foothill Engineering on January 16, 2002, and has the following
comments.
This quarterly monitoring report (QMR) completes the sixth consecutive sampling event
since the last series of monitoring well were installed in September and October 2000.
With the exception of the September 13, 2001 sampling event, groundwater flow
direction has stabilized and a trend appears to have been established. Petroleum
concentrations in the groundwater do not appear to be increasing at this time.
The monitoring wells that were installed deep into the saturated zone show consistent
low to non-detect petroleum concentrations and EHD agrees with the conclusion
included in this report that further investigation below the depth of 100 feet below ground
surface (` bgs) is not needed at this time.
A request to remove EPA Method 8260B from quarterly analysis was included in this
report. EHD is concerned with this site's history of pumping gasoline during the 1950's
and 1960's where the use of Lead, EDB, and the Lead scavenger, di-chloroethane (1,2-
DCA) were used. An analysis for these constituents is required before EHD can
approve your request to remove this method from the sampling requirements. You are
hereby directed to quarterly analyze all groundwater samples from each well
associated with this UST investigation for Lead, EDB, and 1,2-DCA. Your request
to discontinue EPA Method 8260B is not approved at this time. Once consecutive
quarterly groundwater sampling events verify that these constituents are not present in
the groundwater, you may request the discontinuance then.
MW-8S (shallow) is located to the west of the former UST pit and dispenser location and
is mostly up gradient of the core of the known UST petroleum groundwater plume.
Consistently elevated Total Petroleum Hydrocarbons as Gasoline (TPHg) and Benzene
concentrations have been detected in this first-interface well and EHD considers the
plume to be undefined in this quadrant.
