Wilson Way <br />Stockton, CA., 95205 <br />OCT 9 1998 <br />Site Code: 1304 <br />On October 7, 1998, San Joaquin County Public Health Services, Environmental <br />Health Division (PHS-EHD) received an incomplete workplan from your <br />consultant, Foothill Engineering. The workplan proposed the over-excavation <br />and removal of soil impacted by the unauthorized release from the underground <br />storage tank (UST) system noted during the removal on June 11, 1998. <br />Over-excavation and removal of petroleum impacted soil is a corrective action as <br />defined by California Code of Regulations (CCR), Title 23, Division 3, Chapter <br />16, Article 11. Public Participation, as discussed in OCR Section 2728, will be <br />conducted by PHS-EHD prior to the corrective action being performed. <br />In order to proceed with the investigation for this site, PHS-EHD is <br />requiring you to submit one of the two following items. <br />To proceed with the previously submitted over-excavation workplan, an updated <br />over-excavation workplan and an Executive Summary are required to be <br />submitted so PHS-EHD can post them for public review. The workplan must <br />describe the work being proposed, complete with site maps showing the extent <br />of the over-excavation, calculations of the amount of soil expected to be <br />removed, the temporary disposition of the impacted soil, and location and name <br />of the approved facility that will receive the soil. <br />The Executive Summary is a non-technical, one page document, written in <br />language designed for the general public to understand and should explain; <br />what has previously occurred at the site, <br />what you are proposing, and <br />what the result will be when this phase of work is completed. <br />A Division of San Joaquin County Health Care Services
