Wilson Way Stockton, CA 95205
Site code: 39-1304
RE: Work Plan
Dear Mr. IniUma.
Please find below the proposed work plan for the vertical and horizontal delineation of the petroleum
contaminated areas under and surrounding the fuel dispenser area at Connell Motors. Also included are
the QA/QC laboratory reports and the chain of custody for the over-excavation samples taken on
12/19/98 as requested in your letter of January 25.1999.
HISTORY OF UST REMOVAL AND OVER-EXCAVATION
On June 11. 1998. the three UST on this site were removed by Jim Thorpe Oil. Inc. of Lodi. California
uncier PHS/EHD permit and oversight. As per the work plan for the removal, soil samples were
extracted and analyzed for BTEX. TPHgas, TPHriiesel. and Oxygenates (see summary of results
attached). The analysis indicated the soil under and near the dispensers was contaminated with both
Gasoline and Diesel. The soil underneath and surrounding the three UST's was analyzed as non-detecl
for all compounds analyzed. The tank excavation was backfilled with onsite pea gravel.
Over-excavation of the dispenser area was started and suspended on December 10, 1998 with less than
50 % of the planned work completed. The excavated area was bacicfilled with pea-gravel and the
excavated soil was stockpiled on the site. Work was suspended due to the discovery of a large volume
of contaminated soil found below and adjacent to the pump islands. The test results from Sherwood
Labs indicated that the petroleum contamination was old and highly degraded. Due to the extent of the
petroleum contamination, the PHS-FED ordered a delineation of the contamination plume and a ground
water investigation.
The following is a work plan developed to delineate the soil contamination in the fuel dispenser area.
SAN (J04%..ii..4111'i i Y
ENVIRONMENTAL HEALTH DIVISION
304 E.
