As requested in my 5 November 2009 letter, <br />the Report provides a cost comparison for a new carbon treatment system versus the existing thermal <br />oxidizer used for the soil vapor extraction/air sparging (SVE/AS) treatment system. <br />The Report stated SVE/AS treatment system was restarted in December 2009 after a one year <br />rebound test, due to a significantly increasing trend of groundwater concentrations detected in <br />monitoring wells during the third quarter of 2009. The SVE/AS treatment system removes <br />approximately 11 pounds of gasoline daily as vapor phase. Changing to carbon treatment for the <br />extracted soil vapor will cut the monthly remediation costs by two thirds (natural gas and electricity). <br />The SVE treatment system change-over cost, to install carbon treatment, will be recouped after three <br />months of operations. The carbon treatment system modifications can be installed within ten days of <br />our approval. The San Joaquin Valley Air Pollution Control District (SJCAPCD) vapor discharge permit <br />currently expires in February 2010. AGE will submit a request to SJCAPCD for a change to carbon <br />treatment, which can be obtained within 14 days of our approval. The Report also states the additional <br />SVE/AS wells (VW-16B through VW-19B, and IAS-5 through IAS-14) were connected to the existing <br />SVE/AS treatment system in November 2009. <br />The recommendation to install carbon treatment and replace the existing catalytic oxidation treatment <br />system for SVE is cost effective and is approved. Please proceed with the modifications per the <br />schedule included in the Report, and provide an email to me with a notification when the carbon <br />treatment upgrades are complete and the SVE/AS system is restarted.
