CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
ORDER NO. 92-150
NPDES NO. CA0082929
WASTE DISCHARGE REQUIREMENTS
GENERAL ORDER FOR DISCHARGE
OF GROUND WATER FROM CLEANUP OF
PETROLEUM FUEL POLLUTION
TO SURFACE WATERS
The California Regional Water Quality Control Board, Central Valley Region,
(hereafter Board) finds that:
1 The presence of fuel constituents in the ground water at various sites
throughout the region poses a threat to existing and potential beneficial
uses of the ground water. As responsible parties investigate and
remediate these sites, the number of ground water cleanups of fuel
constituents is increasing. Remediation at many of these site includes
ground water treatment, with discharge of the treated ground water. This
permit covers the discharge of treated ground water, from cleanups of fuel
constituents, to waters of the United States.

2. The discharge of wastewater from a ground water treatment system to
navigable water, other than through a community wastewater collection and
treatment system, is a discharge of waste that could affect the quality of
the waters of the United States.

3. Wastewater from a ground water cleanup can include the following:
Treated ground water which had been polluted with fuel constituents,
Unpolluted ground water pumped from beneath a layer of free product
in order to establish a cone of depression to aid in the containment
and extraction of the free product,
Potentially polluted ground water extracted during short- and long-
term pump tests,
Potentially polluted well development water,
Potentially polluted purge water prior to well sampling.
These wastewaters may be produced and treated on a continuous or batch
basis.

4.
