In response to our letter, Gene <br />Nunnelly, with Condor Environmental Management, the new consultant <br />for Arcady, asked for a meeting with all the involved parties. <br />Representatives of Arcady Oil Company, Southern Pacific Pipelines <br />Inc. (SPPL), and their consultants met with representatives of the <br />Regional Board on 17 August 1987 at 10:00 A.M. A list of those in <br />attendence is attached. <br />The purpose of the meeting was to establish a coordinated approach <br />to dealing with the Arcady site closure and the SPPL gas spill <br />investigation, since required work by both parties overlaps. <br />Chris Nardi, consultant with the Mark Group, gave an update on the <br />SPPL investigation work conducted to date. They have completed 14 <br />borings in the northern half of the Arcady site, and converted three <br />borings into monitoring wells. They have preliminary soil sample <br />results, and expected to sample the wells that week. A report was <br />expected to be completed in 4-6 weeks (14-28 September 1987), which <br />will include well sample results. They are evaluating the <br />feasibility of taking borings offsite, downgradient of the Arcady <br />site, to completely define the extent of the plume from the gasoline <br />spill. <br />Gene Nunnelly spoke regarding Arcady's plans. They are currently <br />reviewing the old Arcady data and coordinating with SPPL to <br />determine where they believe additional site characterization work <br />is needed. He stated that they would work with us along the way, <br />such that an approved waste characterization plan should be <br />completed by 1 October 1987. They indicated our 21 August 1987 <br />deadline is not feasible given the time it will take to get <br />organized to approach the overall investigation coordinated with <br />SPPL. In the long run, both Arcady and SPPL felt the coordination <br />will shorten the required time to conduct work at the site. <br />I told Arcady that we set the 21 August 1987 deadline to keep in a <br />timeframe such that a Hydrogeologic Assessment Report (HAR), <br />required under the TPCA might be completed by the statutory deadline <br />of 1 January 1988.
