Date : April 30, 1986 <br />Senior Waste Management Engineer <br />Southern Pacific <br />Pipeline Spill <br />(SPPL) <br />Subject: <br />From : <br />-7)4247"' 4m-41 Marge Rouch <br />Waste Management Engineer <br />The Department of Health Services received a report titled "Data <br />Assessment and Work Plan", dated March 31, 1986, from the Mark <br />Group. This report describes the results of a preliminary <br />assessment and presents a proposed workplan for investigation of <br />the Southern Pacific Pipeline, Inc., spill. A suspected leak in <br />the underground pipeline was discovered on February 23, 1986. <br />The leaking pipeline is located beneath the Arcady Oil site in <br />Holt, California. <br />The following are questions and qomments regarding this report: <br />The report presents no information on how the air <br />sampling equipment was calibrated. Was it calibrated <br />to benzene? Were there any background air samples <br />taken? <br />The limits of detection for analyses of groundwater <br />samples on page 4-3 are too high. Limits of detection <br />have been established in the parts per billion (p-ob) <br />range for total fuel hydrocarbons, benzene, toluene and <br />xylene. Therefore, it is questionable whether the <br />results in table 4-3 really are below detectable <br />levels. <br />Soil borings should be done north of the new pipe <br />section, between the pipe and Trapper Slough, in <br />addition to those proposed south of the pipeline. The <br />reason for the borings is to determine the extent of <br />contamination in the soil adjacent to the slough. <br />Regarding construction of additional monitoring wells <br />(page 5-3) the Department requires that screen slot <br />si.,e and gravel pack material be designed according to <br />filter criteria for the aquifer of concern at this <br />site. Sizing of materials should be determined based <br />on grain size distribution data from sieve analysis <br />performed on the pilot hole.
