ATC Diesel Performance <br />Proposal for Limited Phase II ESA <br />May 25, 2017 <br />Page 1 <br />1.0 PROPERTY DESCRIPTION <br />The site is located on the south side of Fremont Street and east of Filbert Street in Stockton, <br />California and consists of five parcels, approximately 3.57 acres in size. The location consists of <br />mixed-use residential properties, retail and commercial properties, and light industrial properties. <br />The site is currently occupied by Diesel Performance, Inc., a diesel truck sales, service and repair <br />business. <br />2.0 RECOGNIZED ENVIRONMENTAL CONDITIONS <br />In April 2017, Advanced GeoEnvironmental, Inc. (AGE) performed a Phase I ESA for Diesel <br />Performance, Inc., the current property owner. This Phase I ESA identified three recognized <br />environmental conditions (RECs) as follows: <br />Long-term use of the property as a diesel engine/tractor repair facility and an auto <br />wrecking facility since at least the late 1940s, <br />Oil staining within the machine shop, general service shop, machine shop, and the <br />repair truck storage yard; and <br />Presence of an oil/water separator. <br />The conclusions of the Phase I ESA included a recommendation to collect soil and soil vapor <br />samples to determine if long-term use of the property as a repair facility has impacted the <br />subsurface. <br />3.0 PROPOSED PHASE II ESA SCOPE OF WORK <br />The purpose of the Phase II ESA is to provide recent and independent data to determine whether <br />contaminants may have been released from the oil/water separator and wash rack to the <br />subsurface or if long-term oil staining has adversely impacted the subsurface at the property. <br />To accomplish this goal, ATC proposes the following scope of work. <br />3.1. PRE-FIELD ACTIVITIES <br />A site-specific Health & Safety Plan (HASP) and Job Safety Analysis (JSA) will be created for the <br />proposed activities to establish the personal health and safety procedures of ATC employees <br />performing work at this location. The HASP defines safety practices and procedures instituted <br />in ATC work places, as applicable. The program meets, and often exceeds, the requirements <br />promulgated by the Occupational Safety and Health Administration. <br />ATC will contact Underground Service Alert (USA) North, 811, to locate public subsurface utilities <br />in the vicinity of the proposed soil borings. Additionally, a private utility locator service will be <br />asked to locate facility-specific utilities not covered by USA North 811. Each proposed soil boring <br />location will be marked for the utility locators prior to drilling. <br />ATC will also obtain required drilling permits for the subsurface investigation from the San Joaquin <br />County Environmental Health Department (SJCEHD).
