PARTNER <br />Engineering and Science, Inc. <br />June 22, 2017 <br />San Joaquin County Environmental Health Department (SJCEHD) <br />1868 HazeIton Avenue <br />Stockton, California 95205-6232 <br />Subject: Work Plan for Phase II Subsurface Investigation <br />54 North Cluff Avenue <br />Lodi, California 95204 <br />Partner Project Number 17-189718.1 <br />Partner Engineering and Science, Inc. (Partner) is pleased to submit this work plan to perform environmental <br />investigation activities at the above-referenced property. <br />Project History <br />Based on the information provided to Partner, the subject property is located on the southeast corner of <br />the North Cluff Avenue and Mounce Street intersection within a mixed industrial and residential area of San <br />Joaquin County, California. The subject property is currently occupied by A-1 Saw & Mower Inc. for <br />commercial use. <br />According to the limited information provided, the following subject property features were noted: <br />Hazardous materials observed at the repair shop building include numerous one-gallon containers <br />of waste oil, a 55-gallon drum of waste oil (located outside), five five-gallon containers of fuel, <br />gasoline canisters, a parts washer, and used batteries. Secondary containment for the drum and <br />containers was not observed. <br />A 10-gallon open container of waste oil was observed inside a sink located at the rear of the repair <br />shop. The sink is connected to the municipal sewer system and staining was noted along the floor, <br />the cabinetry, and sink bowl. <br />Two oil/water separators (OWSs) and one diversion drain are located on the subject property. The <br />south facing and north facing OWSs are currently utilized as catchments for oil and other waste <br />washed off equipment. The diversion drain is located to the east of the main building and is directed <br />into the north facing OWS. According to property owner, the north facing OWS was last cleaned in <br />2004. The installation dates of the OWSs are unknown. <br />Based on available information obtained from the State Water Resources Control Board (SWRCB) <br />Geotracker website for a Cleanup Program Site located approximately 0.5 mile northeast of the subject <br />property (facility identification number SL375213641), groundwater in the vicinity of the subject property is <br />anticipated to be first encountered at approximately 50 to 60 feet below ground surface (bgs) with flow <br />direction to the south.
