FINDINGS FOR USE PERMIT <br />PA -2100077 <br />GRANUM INC. / ALAN MOK ENGINEERING <br />1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br />applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br />adopted by the County. <br />• This finding can be made because the Truck Sales and Services -Truck Stops, Eating <br />Establishment -Convenience, and the Gasoline Sales -Combination use types may be <br />conditionally permitted in the C -FS (Freeway Services Commercial) zone with an approved <br />Use Permit application. The C -FS zone implements the General Plan's C/FS (Freeway <br />Services Commercial) designation. The subject parcel has a General Plan designation of <br />C/FS and is zoned C -FS. Therefore, the use is consistent with the goals, policies, standards, <br />and maps of the General Plan. There are no other Master Plans, Specific Plans, and/or <br />Special Purpose Plans adopted by San Joaquin County in the project vicinity. <br />2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br />facilities have been provided, and the proposed improvements are properly related to existing and <br />proposed roadways. <br />• This finding can be made because the 3.0 -acre parcel is of adequate size and shape to <br />accommodate the proposed truck stop, fast food restaurant, and gasoline station and all <br />necessary improvements. The site plan shows that there is sufficient area for parking and <br />circulation, in compliance with standards of the Development Title. In addition, a Traffic <br />Impact Study performed by GHD dated April 21, 2022, and reviewed by the Department of <br />Public Works and Caltrans that concluded that traffic impacts would be less than significant <br />once the project includes the recommended measures sited in the Traffic Impact Analysis, <br />and included in the Department of Public Works Conditions of Approval. The stormwater <br />will be retained on-site as required by San Joaquin County Development Title Section 9- <br />1135. The project will be served by a proposed on-site well and septic system, constructed <br />under permit with the Environmental Health Department to ensure compliance with all <br />applicable development standards. Conclusively, the impacts from this proposed truck <br />terminal project will be less than significant with mitigation as outlined in the Mitigation <br />Monitoring and Reporting Plan dated August 8, 2022. <br />3. The site is physically suitable for the type of development and for the intensity of development. <br />• This finding can be made because the parcel is of adequate size and shape to accommodate <br />the proposed uses and the requirements of the Development Title. The Site Plan shows <br />there is sufficient area for required 30 automobile and 15 truck parking stalls, and circulation <br />in compliance with standards of the Development Title. The on-site well, septic, and storm <br />drainage retention will be subject to all applicable Development Title ordinances. <br />4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br />injurious to the property or improvements of adjacent properties. <br />• This finding can be made because the Initial Study prepared for this project found no <br />potentially significant environmental impacts that could not be mitigated to less than <br />significant with mitigation as outlined in the Mitigation Monitoring and Reporting Plan dated <br />August 8, 2022 <br />PA -2100077 —Findings 1 <br />
