Monitoring Well Installation Workplan - <br />Central Lathrop Specific Plan Replacement <br />Monitoring Wells, City of Lathrop <br />Consolidated Treatment Facility <br />1. General Information <br />The City of Lathrop's Waste Discharge Requirements (WDRs) Order No. R5-2016-0028 <br />Monitoring and Reporting Program (MRP) identifies monitoring wells CLSP-1, CLSP-2, <br />CLSP-3, CLSP-4, CLSP-8, CLSP-9, and CLSP-10 as future compliance wells for the CLSP area <br />(Figure 1). Former monitoring wells CLSP-2, CLSP-4, and CLSP-10 were abandoned on <br />October 24, 2016 per the approved well destruction workplan.1 Per the WDRs, former <br />compliance wells CLSP-2, CLSP-4 and CLSP-10 require replacement prior to application of <br />recycled water to the Central Lathrop Specific Plan (CLSP) area. This Workplan describes <br />the planned replacement of these three former compliance wells. <br />1.1. Background <br />The City of Lathrop operates the Consolidated Treatment Facility (CTF) which began <br />operating on April 18, 2006. On April 21, 2016, the Regional Water Quality Control Board <br />approved new WDRs and MRP Order No. R5-2016-0028. The new Order combined <br />operation of the CTF and the Crossroads Wastewater Treatment Facility (WWTF) under one <br />permit and rescinded the Board Orders that previously permitted operation of the CTF (R5- <br />2015-006) and WWTF (5-01-251). The recycled water produced by the CTF is pumped from <br />storage ponds and applied to Use Areas for agricultural irrigation.. <br />1.2. Purpose <br />Monitoring wells CLSP-2, CLSP-4 and CLSP-10 were abandoned on October 24, 2016. The <br />City proposed to abandon and replace wells CLSP-2 and CLSP-10 in accordance with WDRs <br />Provision H.1.j. As noted in the WDRs and the City's Monitoring and Reporting Program, the <br />City has also requested that well CLSP-4 be abandoned but not replaced due to close <br />proximity to existing well MWM-19. This Monitoring Well Installation Workplan therefore <br />describes the necessary construction plans to replace CLSP-2 and CLSP-10 consistent with <br />the "Requirements for Monitoring Well Installation Workplans, and Monitoring Well <br />Installation Reports" provided as WDRs Attachment K, California Well Standards Bulletin <br />74-90, and San Joaquin County Well Standards.
