The Work Plan was prepared by ARCADIS US, Inc. (ARCADIS) on behalf of <br />Glenn Springs Holdings, Inc., (GSH) for the former Occidental Chemical Corporation <br />manufacturing facility (Site). The Site is located at 16777 South Howland Road in Lathrop, San <br />Joaquin County. The main chemicals of concern associated with the Site are 1,2-Dibromo-3- <br />chloropropane (DBCP), ethylene dibromide (EDB), and 2,3,4,5-tetrahydrothiophene-1,1-dioxide <br />(sulfolane). <br />Seven monitoring wells (PW08-076, PW08-155, PW08-180, PW09-080, PW09-123, PW09-198, <br />PW09-338), two extraction wells (EW-04 and EW-04A), and one injection well (INJ-14) <br />associated with the Site are located on the adjacent property (parcel 198-120-090), where <br />development is planned this fall, which includes a large building at this property. To facilitate <br />property development, the new owner of this adjacent property has requested GHS to either <br />remove the wells or relocate them in accordance with the access agreement. Wells EW-04 and <br />EW-04A are located within the footprint of the proposed building. The remaining wells are <br />located within proposed improvements including parking areas and landscaping. In the Work <br />Plan, GHS proposes to: (a) destroy the wells PW08-076, PW08-155, PW08-180, EW-04A and <br />INJ-14 prior to construction activities; and (b) to protect wells PW09-080, PW09-123, PW09- <br />198, PW09-338 during construction activities. In addition, GHS also proposes to remove the <br />conveyance piping and electrical conduit associated with wells EW-04, EW-04A and INJ-14 <br />prior to construction. <br />Central Valley Water Board staff concurs with the proposed scope of work in the Work Plan. <br />Please obtain all the necessary permits from the San Joaquin County Environmental Health <br />Department prior to commencing the well destruction work.
