Address: Stockton Propeller, 2478 Wilcox Road, Stockton Record ID PR05448740
Date: 5-18-21 Program: HW generator
A
.. yfti wy
IMG_0531. Etching Room. The site uses the container within the red containment to store NuEtch E3 (potassium hydroxide solution,pH
13.9). The site processes propeller parts by dunking in the NuEtch container, dunking in the Desmut container and then rinsing with water in
the blue container. Desmut NS3 (sulfuric and nitric acid, pH<1) is stored in the grey container. Mike Belmont stated that the NuEtch and
Desmut, when spent, are mixed together and discharged to the septic tank. The spent rinse water and the mixed NuEtch and Desmut
solutions going into the septic tank need documented hazardous waste determinations. The waste solutions may contain regulated amounts of
metals. If found to be hazardous wastes they must be disposed of as specified in the California Health & Safety Code and Title 22 California
Code of Regulations . Mixing NuEtch and Desmut together is hazardous waste treatment, which requires a permit since this process is
neutralization of two corrosive hazardous waste solutions.
Garrett Backus, REHS Page 13 of 52
