Stockton Propeller, Inc., OCI Case #15242 <br />Date Samples Collected: June 3, 2021 <br />New sample collection devices and sample containers were used to collect samples. Disposable <br />outer gloves were changed between each sample collected. Samples were labeled with <br />identifying information, evidence tape was applied to each container, and the samples were <br />photographed near where they were collected. <br />Sampling Strategy: <br />The samples collected were selected based upon locations where hazardous waste was <br />suspected of being illegally stored, treated, and disposed of by using May 18, 2021, CUPA <br />inspection report and our observations. I provided J. Boone with a copy of the Sampling Receipt <br />once we completed our sampling event (Attachment 3: Sample Receipt). <br />Chain of Custody: <br />I maintained custody of the samples as they were being collected on June 3, 2021. 1 observed <br />the samples being collected and once labeled and sealed with evidence tape placed the <br />samples into a cooler with ice. After sampling was complete, I maintained custody of the cooler <br />and placed it in the back of the vehicle and transported the samples to the DTSC ECL located at <br />700 Heinz Avenue, Berkeley, CA 94710. When I arrived at ECL, I transferred custody of the <br />samples along with the respective Sample Analysis Request/Chain of Custody form to <br />Francisco Montalvan, Environmental Scientist. Montalvan signed and dated the form and <br />provided me a copy (Attachment 4: Sample Analysis Request and Chain of Custody). <br />Sample Details <br />Sample SP -01: <br />The sample was collected in the "Etching Room" from the unlabeled <br />container of "NuEtch E3" solution (Attachment 1: Site and Sample <br />Maps). M. Belmont and Stockton Propeller, Inc. staff confirmed that <br />the unlabeled container (Photo IMG 4372) was their "NuEtch E3" <br />solution. Staff from Stockton Propeller, Inc. dips their metal plane <br />parts in the "NuEtch E3" solution for etching as the first step of their <br />process. <br />Lew collected the sample from the "NuEtch E3" solution using a new, <br />clean, Coliwasa tube and transferred the sample into a new, clean, <br />clear 32 -ounce glass jar and closed the lid. The sample collected was <br />a dirty brown/amber liquid. Friend then placed a label on the jar along <br />with evidence tape on the lid. The sample was tested with pH paper <br />(pH 14.0) during the sampling process. Sales photographed the <br />sample near where it was collected (Attachment 2: Photographic Log, <br />Photos IMG -4369 to 4375). <br />Page: 4 <br />Photo: IMG 4372 <br />
