Charter Way, Stockton, California <br />RB Case #390973 (Geotracker Global ID # T0607700794) <br />Dear Mr. Kith: <br />We are submitting the following work plan on behalf of Mr. George Betker in order to request the <br />destruction of the existing wells associated with the UST cleanup project conducted at 1245 W. <br />Charter Way in Stockton, California (Site). A Central Valley Regional Water Quality Control Board <br />(CVRWQCB) letter requesting well destruction and waste removal has been attached in Attachment <br />A. Prior to the site receiving regulatory agency closure, all waste materials will be removed and <br />all wells will be destroyed in accordance with San Joaquin County and California State Well <br />Standards. The location of the Site is shown on Figure 1 of Attachment B. <br />Ground Zero Analysis, Inc. (Ground Zero) has prepared the work plan below for the destruction <br />of a total of thirty-one (31) wells including twenty (20) groundwater monitoring wells and eleven <br />(11) peroxide injection wells. The location of the Site's wells are shown in Figure 2. <br />The wells proposed for destruction are listed in Table 1 of Attachment C. The methods used for <br />well destruction will follow the San Joaquin County Well Standards requirements. Groundwater <br />analytical data for the shallow and deep groundwater monitoring wells are included in Table 2 <br />and Table 3 of Attachment C, respectively. The soil analytical data is included in Table 4. <br />Drill-Out <br />Wells will be destroyed based on the San Joaquin County and California State Well Standards. <br />Each well will be tagged for total depth to insure there are no obstructions within the well casing. <br />The drill out method includes drilling out and removing all the contents of the well (conductor <br />casing, well casing, screen, filter pack and grout seal). Upon removing the well contents, the <br />cleared borehole will be sealed with neat cement by installing grout with a tremie pipe from the <br />bottom upward to a depth of approximately three (3) feet below grade. Clean native soil will be <br />used to fill the upper three (3) feet and capped with appropriate material (concrete, asphalt, dirt). <br />All soil and well materials will be properly containerized for disposal.
