It is therefore recommended that the environmental document include <br /> a specific flood facility impacts analysis section. <br /> Document Specific Comments <br /> According to p. 1 "PROJECT LOCATION:The project site is located northeast of Byron Road <br /> within the Mountain House community(APN/Address:209-170-03&-04,209-040-01 &-09/ <br /> 18500 S. Henderson Rd.,Tracy)."Parcels 209-170-03&-04 are within Old River, under Board <br /> jurisdiction and may require a Board permit prior to construction. <br /> • Title 23 provides standards that govern the design and construction of projects that <br /> affect the flood control works and floodways. Board staff recommends that you review <br /> Title 23 Standards, including Sections 115(Dredged, Spoil,and Waste Material), 117 <br /> (Supplemental Borrow Standards for the Yuba River), 120 (Levees), and 130 (Patrol <br /> Roads and Access Ramps). Any deviation (or variation)from these standards will <br /> require approval from the Board. <br /> Closing <br /> The potential risks to public safety, including increased flood risks, need to be considered when <br /> developing proposed projects that seek to modify flood control works or the hydrology of the <br /> water ways.
