employees from any claim, action, or proceeding against the local agency or its agents, officers, or <br /> employees to attack,set aside,void,or annul an approval of the local agency,advisory agency,appeal <br /> board, or legislative body concerning a subdivision, which action is brought within the time provided <br /> for in Section 66499.37 of the Government Code. <br /> IV. DEPARTME T OF_PUBLIC-WORKS (Contact: [209] 468-3000) <br /> 1. The developer shall obtain a Conditional Letter of Map Revision based on Fill (CLOMR-F) to remove <br /> all areas of proposed development from the special flood hazard area prior to approval of the Final <br /> Map. Additionally, the developer shall obtain a Letter of Map Revision based on Fill (LOMR-F) prior <br /> to building permit application. <br /> (i)All future building permits for projects located within a Special Flood Hazard Area at the time of permit <br /> issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, Chapter <br /> 9-1605) and all requirements of the State of California (CCR Title 23) that are in force at the time <br /> of permit issuance. As an example, these requirements may include raising the finish floor <br /> elevation one foot above the expected flood level and/or using flood resistant materials. <br /> V. ENVIRONMENTAL HEALTH_DEPART NT (Contact: [209] 953-7698) <br /> 1. A qualified environmental professional shall prepare a surface and subsurface contamination report, <br /> identifying any potential source of surface or subsurface contamination caused by past or current land <br /> uses. The report shall include evaluation of non-point source of hazardous materials, including <br /> agricultural chemical residues, as well as potential point sources, such as fuel storage tanks, septic <br /> systems, or chemical storage areas. If the report indicated there is contamination, corrective action <br /> shall be taken as recommended in the report and concurred with by Environmental Health prior to <br /> recordation of Final Map (San Joaquin County Development Title, Section 9-905.12(a)(c)) <br /> A review fee of $244 shall be paid at the time of submittal to the Environmental Health Department. <br /> 2. Written Confirmation is required from the Mountain House community Services district that <br /> improvements have been constructed or financial arrangements have been made for any <br /> improvements for public sewer required by the agency. In addition, written confirmation from the <br /> Mountain House Community Services District that the agency has or will have the sewer capacity to <br /> serve the development is also required (San Joaquin County Development Title, Section 9-1100.3) <br /> 3. This project shall be provided with public water service at the time of Final Map recordation. A letter <br /> shall be submitted from the Mountain House community Services District stating that these services <br /> either are bonded for or are in place, prior to final approval (San Joaquin County Development Title, <br /> section 9-1120.2) <br /> 4. Any geotechnical drilling shall be conducted under permit and inspection by the Environmental Health <br /> Department (San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6) <br /> VI. TRACY FIRE DEPARTMENT (Contact: [209] 831-4401) <br /> 1. Fire hydrants within the residential portion of the subdivisions shall be spaced with a maximum <br /> separation of no more than 500 feet measured along a vehicular path of travel.The maximum spacing <br /> shall be reduced by 150 feet for dead end streets and the maximum distance from any point on the <br /> dead end street to a hydrant shall not exceed 200 feet. <br /> 2. Fire hydrant spacing for commercial and industrial areas shall be determined by the fire flow <br /> requirements specified by the Fire Code under adoption but in no case less than every 350 feet. <br /> 3.
