e MONITORING PROGRAM FOR THE NORTH COUNTY SANITARY LANDFILL PROJECT (U.P. 89-2, EIR 89-3) OCTOBER 1990 BACKGROUND The San Joaquin County Department of Public Works is developing a 320 AC. landfill east of the City of Lodi. The landfill project has had CEQA review (EIR 89-3, and permit approval (U.P. 89-2) from the County Board of Supervisors. Conditions for approval (Mitigations) were approved for the Use Permit which includes the preparation of a Wetlands Mitigation Plan. The Plan was completed to the satisfaction of the COE and DFG. COE 404 and DFG 1601 permits have been issued for the project. E A Under CEQA, project impacts must be identified, and mitigation measures or environmental superior project alternatives must be adopted if they are feasible. AB 3180 (Cortese) provides that projects for which an environmental impact report identifies significant environmental effects, a reporting or monitoring program shall be designed to ensure compliance during project implementation. AB 3180 further states that an agency having jurisdiction by law over natural resources affected by the project (San Joaquin County Board of Supervisors / Planning Department) , if so requested by the lead agency or responsible agency (San Joaquin County Public Works Department) , prepare and submit a proposed reporting and monitoring program. As a public agency the County Department of Public Works must approve a monitoring program. They will seek concurrence in the Plan from the landfill permitting agency, the California Integrated Waste Management Board and their local enforcement agency, the San Joaquin County Public Health Services Department. MQNNITORING PROGRAM MANAGER In order to designate responsibility for implementation of the monitoring program the San Joaquin County Department of Public Works Solid Waste Manager is designated "Monitoring Program Manager" for this Plan and the Wetland Mitigation Plan. PROGRAM IMPLEMENTATION The use permit U.P. 89-2, conditions for approval are included in this plan. They are presented here and will be implemented per the schedule in Table No. 1. The Wetlands Plan is included in this plan as Appendix A.
