Box 1810 <br /> Stockton, CA 95201 <br /> SUBJECT: Review Comments on the Preliminary `Closure/Postcosure <br /> Maintenance Plan for the North County Landfill, Facility <br /> No. 39-AA-0022 <br /> Dear Mr. Horton: <br /> The California Integrated Waste Management Board (Board) recently <br /> forwarded to you a letter, dated September 10, 1990, containing <br /> comments on the North County Landfill preliminary <br /> closure/postclosure maintenance plan. As lead agency the Board is <br /> required to submit comments from all approving agencies with <br /> authority to make a determination on the adequacy of preliminary <br /> and final closure/postclosure maintenance plans in accordance with <br /> Title 14, California Code of Regulations (14 CCR) , Section <br /> 18271(a) . <br /> The Central Valley Regional Water Quality Control Board (regional <br /> water board) inadvertently forwarded their review comments to you <br /> in their letter of August 22, 1990, from Jeffrey K. Tucker. A copy <br /> of your letter of September 4, 1990, responding to the regional <br /> water board's concerns was received at the Board on September 10, <br /> 1990. Please be aware that additional information required of any <br /> of the approving agencies must also be forwarded to the other <br /> agencies for their review as part of the preliminary closure/ <br /> postclosure maintenance plan. <br /> The San Joaquin County local enforcement agency has reviewed the <br /> aforementioned plan and request the following deficiencies be <br /> addressed: <br /> Closure Plan Elements <br /> 1. The sign posted ten days after receiving the final waste <br /> shipment must indicate where the closure/postclosure plans are <br /> kept and can be viewed by the public - Section 17767. <br /> 2. The drainage run-on and run-off systems and collection <br /> facilities must take into account the connection with and <br /> design capacity of drainage facilities Section 17778 (g) (3) . <br />
