4. A change in operator will require a new solid waste facilities <br /> permit. <br /> 5. A new well is required at the site for domestic water supply <br /> and grouted to a depth as determined by the San Joaquin County <br /> Public Health Services, based on the well log at the time of <br /> construction. A minimum 100 foot grout seal will be required. <br /> 6. Existing wells which are to remain on the site shall be <br /> inspected by the County Public Health Services and shall be <br /> brought into compliance with surface sealing and casing height <br /> requirement as outlined by the Rules and Regulations of San <br /> Joaquin County Ordinance No. 1862. <br /> 7. The existing underground irrigation system shall be removed <br /> according to the amended RDSI, Appendix D dated October, 1990. <br /> 8. All abandoned wells must be destroyed with a cement sandy <br /> slurry to the bottom of well. All abandoned septic tanks must <br /> be destroyed. All abandonments must be completed under San <br /> Joaquin County Public Health Services permits. <br /> PROVISIONS <br /> 1 The permit is subject to review by the Local Enforcement <br /> Agency, and may be modified, suspended, or revoked, for <br /> sufficient cause after a hearing. <br /> 2 . The use of clay liner as descibed in existing Waste Discharge <br /> Requirements (WDRs) 189-199 dated November, 1989, has been <br /> approved by the Regional Water Quality Control Board, the <br /> Local Enforcement Agency, and the California Integrated Waste <br /> Management Board. The operator is currently pursuing revision <br /> of the WDRs to allow the use of a synthetic liner in lieu of <br /> a clay liner. Prior to using the synthetic liner, the <br /> operator must apply for a revision of the Solid Waste <br /> Facilities Permit. <br /> 3 . Each waste module shall have a leachate collection and removal <br /> system directly over the base liner. <br /> 4. NCSL shall comply with the monitoring and reporting program of <br /> the California Regional Water Quality Control Board. <br /> CLOSURE & POSTCLOSURE MAINTENANCE <br /> 1. All documentation relating to the preparation of the closure <br /> and postclosure maintenance costs shall be retained by the <br /> operator and shall be available for inspection by the LEA or <br /> the CIWMB. <br /> 6 <br />
