California otegrated Waste ManagAkent Board <br /> Solid Waste Facilities Permit Decision No. 90-59 <br /> November 27, 1990 <br /> WHEREAS, the County of San Joaquin, acting as Local <br /> Enforcement Agency, has submitted to the Board for its review and <br /> concurrence in, or objection to, the issuance of a Solid Waste <br /> Facilities Permit for the North County Landfill; and <br /> WHEREAS, Board staff has evaluated this new permit <br /> proposal for consistency with the standards adopted by the Board; <br /> and <br /> WHEREAS, San Joaquin County has prepared and <br /> circulated a Environmental Impact Report (EIR) for this project, <br /> in compliance with the California Environmental Quality Act; and <br /> WHEREAS, mitigation measures identified in the <br /> Environmental Impact Report significantly reduce or eliminate <br /> potential impacts to a level of insignificance; and <br /> WHEREAS, the Board finds that the environmental <br /> document prepared for the project is adequate and appropriate for <br /> the Board®s use; and <br /> ER S, the operator has certified the preparation of <br /> initial cost estimates for closure and postclosure maintenance <br /> and the establishment of an acceptable financial mechanism as <br /> required by Government Code Section 66796.22 (b) (1) ; and <br /> WHEREAS, the Board finds that the preliminary closure <br /> and postclosure maintenance plan is deemed complete. <br /> NOW, THEREFORE, BE IT RESOLVED that the California <br /> Integr4ted Waste Management Board approves the initial cost <br /> estimate for 'closurd and postclosure maintenance; and <br /> BE IT FURTHER RESOLVED, that the California Integrated <br /> Waste Management Board concurs in the issuance of Solid Waste <br /> Facilities Permit No. 39-AA-0022. <br /> CERTIFICATION <br /> The undersigned Chief Executive Officer of the California <br /> Integrated Waste Management Board does hereby certify that the <br /> foregoing is a full, true and correct copy of a resolution duly <br /> and regularly adopted at a meeting of the California Integrated <br /> Waste Management Board held November 27, 1990. <br /> Dated: NOV 2 7 1990 <br /> Geo r <br /> r <br /> Ch'/fxec tive Officer <br />
