CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SAN JOAQUIN COUNTY <br /> NORTH COUNTY SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region <br /> (hereafter Board) finds that: <br /> 1. San Joaquin County (hereafter Discharger) submitted a Report of Waste <br /> Discharge, dated July 1989; a Report of Disposal Site Information, dated <br /> June 1989; an Environmental Impact Report, dated March 1989; a Slope <br /> Stability Evaluation Report, dated December 1988; a Preliminary Siting <br /> Report, dated March 1988; and a Geologic And Hydrogeologic Report, dated <br /> September 1987, and revised January 1988. <br /> 2. The Report of Waste Discharge requests Waste Discharge Requirements (WDRS) <br /> for construction of a Class III landfill at the disposal facility. <br /> 3. The 320-acre facility, comprised of Assessor's Parcel Numbers 065-120-02, <br /> 03, is owned and operated by San Joaquin County. Waste disposal activities <br /> are currently proposed for 212 acres of the facility. The facility is <br /> 9 miles east of Lodi, and 12 miles northeast of Stockton, in Section 21, <br /> T3N, RBE, MDB&M, as shown in Attachment "A", which is incorporated herein <br /> and made part of this Order. <br /> 4. The waste management facility will consist of a single landfill containing <br /> 11 modules, each constructed on an as needed basis. The initial fill <br /> modules 1 and 2 are shown on Attachment "B" which is incorporated herein <br /> and made part of this Order. <br /> WASTES AND THEIR CLASSIFICATION <br /> 5. The Discharger proposes to discharge municipal solid waste for disposal in <br /> the Class III Landfill. These wastes are classified as "nonhazardous solid <br /> waste" or "inert waste" using the criteria set forth in Title 23, California <br /> Code of Regulations (CCR) , Division 3, Chapter 15 (hereafter Chapter 15) <br /> The anticipated first year, 1991, discharge rate will be approximately 25016 <br /> tons per week with a peak daily discharge of 800 tons. The site will serve <br /> the franchised collectors for the City of Lodi (Sanitary City Disposal <br /> Company) and the County Refuse Service Area B (SAN-CO Disposal) , as well as <br /> the general public and the commercial haulers serving the north part of San <br /> Joaquin County. <br /> 1Z <br />
