PAYNE
DEPUTY DIRECTOR
In accordance with provisions set forth in Part B (Discharge
Specifications) of the Waste Discharge Requirements for the North
County Sanitary Landfill, the following Winterization Plan is
submitted for review:
The Winterization Plan will span the winter season of 1991-1992,
where operations will begin in the fall and extend through the
winter of the following year. The areas to receive waste during
this time are shown on the topographic base map entitled Module 1
Winterization Plan. The amount of waste to be received is based
upon a projected gate volume of 309,165 cubic yards and a seasonal
duration period of 5 months. The waste fill volume has been
computed using one eight foot lift above the existing operations
layer with side slopes of 3:1 and a 3% grade slope as required by
CCR Title 23, Chapter 3, Subchapter 15.
The area to receive fill excluding the winter pad will cover
approximately 8.6 acres. During the five month period (November,
1991 - March, 1992) about 115,000 cubic yards of space will be
utilized by compacting refuse in the area shown.
