The plan was prepared by EMCON <br /> Associates (EMCON) on behalf of San Joaquin County pursuant to the <br /> requirements in waste discharge requirements (WDR) order no. 91-021-, <br /> issued on January 29, 1991, by the California Regional Water Quality <br /> Control Board (RWQCB), Central Valley Region. The WDR requires that <br /> WQPS be established for ground and surface water at the landfill based <br /> on 1 year of monthly monitoring data from background monitoring well G-1 <br /> and upstream surface water points S-1 and S-2. <br /> The sections below discuss WQPS in relation to past and present regula- <br /> tory monitoring requirements, describe the WQPS monitoring program, <br /> and present the proposed WQPS. <br /> REGULATORY REQUIREMENTS <br /> The WDR for the North County Landfill were issued when monitoring <br /> requirements of repealed Article 5, Title 23, of the California Code of Reg- <br /> ulations were in effect.
