Parkwoods Shoppino Center - 2 - 20 October 2017
Protection Agency (USEPA) Method TO-15 in Selective Ion Monitoring (SIM) mode for
tetrachloroethene (PCE) and trichloroethene (TCE) to achieve lower laboratory reporting limits
than could be achieved with Method TO-15 Full Scan mode.
Comments
Central Valley Water Board staff appreciates Sims-Grupe's recommendation to conduct indoor
air sampling at the Site. and generally concurs with the approach outlined in the Work Plan.
However, Central Valley Water Board staff requests that the Summa® canister deployment
period be adjusted to capture the indoor air conditions upon staff arrival at the start of the
business day, when vapor conditions may be highest. According to online business listings,
Parkwoods Cleaners opens at 7:00 AM on weekdays, while David's Pizza opens at 10:00 AM.
Accordingly, please deploy the canister within Parkwoods Cleaners earlier, prior to 7:00 AM.
Central Valley Water Board staff also recommends that the sample locations be screened with a
photo-ionization detector (PID) prior to canister deployment, to conduct a more comprehensive
scan of potential VOC-emitting liquids and materials within the buildings.
The Work Plan states that the proposed indoor air sampling approach is the first phase of a
"phased-approach to conducting the requested investigation" outlined in the Order. While
Central Valley Water Board staff appreciates the recommendation for indoor air sampling, we
would like to clarify that the deadlines presented in the Order are effective independent of the
implementation timeline and results of indoor air sampling
As discussed during the 6 October 2017 meeting, Central Valley Water Board staff would like to
be present during deployment of the Summa® canisters. Please notify us at least 72 hours prior
to canister deployment so we can make arrangements to be on-Site during sampling activities If
you have any questions or comments, please contact me at (916) 464-4707 or via e-mail at
geoff.rader@waterboards.ca.gov.
Geoffrey Rader, P.E. #C80249
Water Resource Control Engineer
cc: Ms. Kasey Foley, Director, San Joaquin County Environmental Health Department.
Stockton
Mr. Joseph Salazar Jr..
