Bridges, Ed.D. <br />Superintendent <br />Jefferson School District <br />1219 Whispering Wind Drive <br />Tracy, California 95377 <br />APPROVAL OF REVISED PRELIMINARY ENVIRONMENTAL ASSESSMENT <br />WORKPLAN, JEFFERSON SCHOOL DISTRICT, TRACY HILLS SITE — PROPOSED <br />ELEMENTARY SCHOOL, 29650 SOUTH CORRAL HOLLOW ROAD, TRACY, <br />SAN JOAQUIN COUNTY (PROJECT CODE 104757) <br />Dear Mr. Bridges: <br />The Department of Toxic Substances Control (DTSC) reviewed the Revised Preliminary <br />Environmental Assessment Workplan (PEA Workplan — Wallace Kuhl & Associates, <br />April 17, 2017) received on April 26, 2017. The PEA Workplan was revised in response <br />to DTSC comments on the draft version forwarded in a letter dated November 14, 2016 <br />and follow-up emails dated January 6, 2017 and March 3, 2017. The PEA Workplan <br />includes project background information as well as proposed investigation activities. <br />According to the PEA Workplan, the approximately 17 acres of vacant land is located <br />along Corral Hollow Road in Tracy, California (Site). The Site is located on the <br />northeastern portion of a 147-acre parcel of land having San Joaquin County <br />Assessor's Parcel Number (APN) 253-030-14. The Jefferson Elementary School District <br />(District) plans to develop 14-acres with a permanent school and reserve three acres for <br />the development of a temporary school as residential subdivisions are developed in the <br />vicinity. The Site has been vacant land or was used for cattle grazing since the early <br />1900s. The PEA Workplan includes activities to investigate the potential presence of <br />volatile organic compounds (VOCs) in soil gas, groundwater and soil, if needed, <br />beneath the Site. The potential sources of VOCs are the petroleum pipeline located <br />approximately 650 feet south of the Site and from a plume of tetrachloroethylene in <br />groundwater that is migrating north towards the Site from the Corrall Hollow 11-2 Landfill <br />located approximately 2,500 feet south of the Site.
