American Medical Resporibe West -2- 13 March 2018 <br />2060 East Main Street <br />Stockton, San Joaquin County <br />However, groundwater quality has not been assessed between the Site and the 2085 E. <br />Main Street property. As such, Central Valley Water Board staff requests that you <br />submit a work plan by 4 May 2018 that proposes a scope of work to assess groundwater <br />between the AMR West Site property and the 2085 E. Main Street property. <br />Please attempt to obtain copies of records related to underground storage tank (UST) <br />operation or removal at the 2085 Main Street property, and include them in the work plan <br />by 11 May 2018. In a 15 February 2018 email, Mr. Tim Cuellar of AGE informed Central <br />Valley Water Board staff that Spectrum Environmental conducted a Phase I <br />Environmental Site Assessment (Phase I ESA) for the Site, from which the 1950 San <br />born map was taken. Please also attempt to locate a copy of the Phase I report to <br />include in the work plan. If no records can be found, please include a statement <br />detailing from which entities records were requested. <br />In a letter dated 1 November 2016, Central Valley Water Board staff requested that you <br />perform soil sampling in the vicinity of the former waste oil tank (WOT) with analysis to <br />include volatile organic compounds (VOCs), semi-VOCs (SVOCs), and Title 22 metals. <br />In response, AGE advanced boring B4 near the southwest corner of the Site property in <br />February 2017. Based on Canonie Environmental's Laboratory Report for 2060 E. Main <br />Street (WOT Removal Report) dated 13 June 1988, and as indicated in the November <br />2016 letter, the former WOT was located under what is now the center of the southern <br />edge of the current Site building. As a result, B4 was not advanced near the former <br />WOT as requested. <br />There is sufficient space between the existing Site building and the sidewalk to the south <br />to advance a hand auger boring to 10 feet bgs. As such, in the Work Plan due <br />4 May 2018, please include a proposal to collect soil samples at 5 and 10 feet below <br />ground surface (bgs) in the vicinity of the former WOT, with analysis to include TPHg, <br />VOCs, SVOCs, and Title 22 metals. In order to satisfy Direct Contact and Outdoor Air <br />Exposure criteria, soil collected near the former WOT should also be analyzed for <br />polycyclic aromatic hydrocarbons (PAHs). For your convenience, a copy of the WOT <br />Removal Report is included with this letter, and has been uploaded to the GeoTracker <br />website. <br />As previously requested in the June 2017 letter, please perform groundwater sampling <br />during 1st and 3rd quarter 2018, and submit semi-annual Groundwater Monitoring <br />Reports (GMRs) by 30 April 2018 and 30 October 2018, respectively. <br />In summary, Central Valley Water Board staff requests the following: <br />By 11 May 2018, please submit a Work Plan which includes proposals to: <br />Assess groundwater between the Site and the 2085 E. Main Street property. <br />Assess soil at 5 and 10 feet bgs in the vicinity of the former WOT, with analysis to <br />include TPHg, VOCs, SVOCs, Title 22 metals, and PAHs. <br />Copies of 2085 Main Street UST operation/removal records. <br />A copy of Spectrum Environmental's Phase I ESA. <br />By 30 April 2018, please submit the 1st quarter 2018 GMR. <br />By 30 October 2018, please submit the 3rd quarter 2018 GMR.
