Fulcrum Resources Environmental (FR) is pleased to present this work plan for a limited <br />subsurface environmental assessment to investigate the subsurface conditions at the <br />subject property. This is a preliminary investigation to assess shallow subsurface <br />conditions, thus this investigation is intended for screening purposes only. <br />Background <br />Summary of Property Description <br />The property is located at 574 W. Grant Line Road (APN: 233-030-010) and comprised <br />approximately 0.8-acre, occupied by a gasoline station with a convenience store. The <br />subject building comprised a total of approximately 6,600 square feet and housed a <br />convenience store, fishing supply/bait business, and storage spaces. The subject property <br />is located at the southeast corner of the intersection of Grant Line Road and N. Tracy <br />Blvd., within a commercial and residential area. <br />Summary of Hydrology <br />According to the provided 2011 LUST Closure Letter for prior release at the subject <br />property, the reported depth to first groundwater is approximately 5 to 7 feet below <br />ground surface. The available on-line data also indicates a general north/northwesterly <br />direction of groundwater flow. <br />Summary of Site History & Findings with CREC & RECs <br />The previous Phase I assessment has revealed no evidence of recognized environmental <br />conditions in connection with the property except for the following controlled recognized <br />environmental condition (CREC) and Recognized Environmental Conditions (RECs): <br />The subject property has operated as a gasoline service station since at least 1967. Prior <br />to the installation of the current USTs in 1999, three 8,000-gallon USTs were removed <br />from the site in 1998. There are no records on file associated with any other prior <br />generations of USTs (if any) that may have been in use prior to those removed in 1998. <br />Significant soil and groundwater impact was discovered during the removal of the fuel <br />USTs in 1998. Remedial efforts were completed at the property from 2001 to 2008 and <br />included excavation of 300 tons of impacted soil, groundwater extraction, air sparging <br />and vacuum extraction, and ozone sparging. Confirmation soil sampling was completed <br />in 2009. The December 2010 quarterly groundwater monitoring report indicated on-site <br />groundwater contained up to 35,000 parts per billion (ppb) TPH-G, 1,900 ppb <br />ethylbenzene, 3,600 ppb total xylenes, 49 ppb benzene, 14 ppb toluene, and 200 ppb <br />MTBE. Regulatory case closure was requested and received in 2011. No subsurface <br />assessment has apparently been completed at the subject property since the last <br />groundwater sampling in 2010. The residual impact could require additional actions <br />should subsurface work (e.g., UST system upgrades, utility work, property expansion, re- <br />development) be performed on-site in the future. Residual impact that has received <br />regulatory closure but could require future actions (e.g., soil management if excavation <br />occurs) is considered a controlled recognized environmental condition (CREC). <br />574 W.
