DATA GAP ASSESSMENT WORK PLAN AND PATH TO CLOSURE REVIEW <br />Chase Chevrolet, 424 N. Van Buren Street <br />LTCP Closure Evaluation <br />January 2,2018 <br />3.0 LTCP CLOSURE EVALUATION <br />The current site conditions were compared to the closure criteria presented in the SWRCB LTCP <br />(SWRCB, 2012). Based on current site use and projected site use in the near future, the site has <br />been evaluated under commercial conditions. <br />3.1 GENERAL CRITERIA <br />The unauthorized release is located within the service area of a public water system? <br />Yes. Water service in the vicinity of the site is provided by the City of Stockton Municipal <br />Utilities Department (MUD). MUD obtains approximately 25% of the water supply from <br />groundwater wells and the remaining 75% from treated surface water sources. <br />The unauthorized release consists only of petroleum? <br />Yes. Based on historic data, only petroleum hydrocarbons have been detected in soil <br />and groundwater at the site. <br />The unauthorized release has been stopped? <br />Yes. In 1986, the former 10,000-gallon petroleum hydrocarbon fuel UST was removed; no <br />additional fuel storage or dispensing activities occurred at the site afterwards. <br />Free product has been removed to the maximum extent practicable, per CCR Chapter 16 <br />Section 2655 a-c? <br />Yes. Free product was observed historically in well MW-3 between September 1990 and <br />May 1996 at a maximum thickness of 1.92 feet in September 1992. A free product <br />skimmer was installed in well MW-3 between 1994 and1996. Free product was not <br />recorded in the well again between August 1996 and the last time it was sampled in <br />October 2003 (Appendix C). <br />A Conceptual Site Model (CSM) has been developed? <br />No. <br />Secondary Source Removal has been addressed? <br />Yes. The following remedial actions have been performed at the site: <br />A free product skimmer was installed in well MW-3 between 1995 and 1996; the <br />available historical records in the State of California GeoTracker database <br />(GeoTracker), in the San Joaquin County Environmental Health Department <br />(SJCEHD) files, and the City files did not indicate the total volume of free product <br />recovered in the skimmer. Post 1996 well gauging and sampling indicated that <br />free product did not recur after the removal of the skimmer. <br />A soil vapor extraction (SVE) remediation system, including 23 air sparging wells, <br />was operated at the site between November 1999 and February 2001 (T&R, <br />2004).
