During tank removal activities, petroleum hydrocarbon-impacted soil <br />was encountered beneath the UST. The CVRWQCB opened an investigation at the Site (Case #390567) <br />due to the reported petroleum hydrocarbon release from the fuel UST on September 10, 1990. Additional <br />USTs were removed from the property in 1986 and 1992; however, these USTs are not the focus of Case <br />#390567. <br />Subsequent investigation included multiple rounds of soil borings, installation of groundwater monitoring <br />and air sparging wells, remediation system pilot testing, and routine groundwater monitoring between <br />1991 and 2003. During site redevelopment activities in 2004, approximately 700 cubic yards of <br />petroleum-impacted soil was removed (Treadwell & Rollo, 2004). Detailed summaries of geology, <br />hydrogeology, and historical site assessment activities were provided in the Work Plan. <br />PRELIMINARY ACTIVITIES <br />Site Health and Safety Plan - As required by the Occupational Safety and Health Administration Standard <br />"Hazardous Waste Operations and Emergency Response" guidelines (29 CFR 1910.120), and by the <br />California Occupational Health and Safety Administration "Hazardous Waste Operations and <br />Emergency Response" guidelines (CCR Title 8, Section 5192), Stantec created a site-specific Health and <br />Safety Plan (HASP) describing jobsite hazards and safe work practices. The HASP was reviewed daily by <br />Stantec and subcontractor staff prior to beginning work for the day and before returning to work after <br />the mid-day lunch break. <br />Permitting and Notifications - Stantec marked work areas in white paint and opened a one-call dig <br />ticket with Underground Service Alert (USA) approximately five days before beginning field activities. <br />Stantec obtained borehole permits from the San Joaquin County Environmental Health Department <br />(SJCEHD) and an encroachment permit from the City of Stockton. Copies of permits are included as <br />Attachment A. <br />Subsurface Utility Clearance - In addition to notifying USA, Stantec contracted with a private utility <br />locator to verify the locations of marked USA member utility lines and to confirm that proposed drilling <br />locations were free of detectable subsurface utilities or obstructions. Due to the presence of utilities in <br />the southern eastbound traffic lane of West Fremont Street, the location of borehole SB-2 was moved <br />approximately 40 feet southeast onto City-owned property (see Figure 2). <br />Design with community in mind <br />b
