Buehler, P.G.
Engineering Geologist
Chase Chevrolet - 2 - 4 January 2018
424 North Van Buren Street
Stockton, San Joaquin County
Boring SB-1 is proposed just downgradient of the source area (former UST #7). and SB-2 is
proposed near the downgradient extent of hydrocarbon impact to groundwater, as
determined by the most recent groundwater data (October 2003). Soil gas wells SV-1
through SV-3 are proposed beneath the retail units along Fremont Street on the ground floor
of the parking garage. As such, the proposed scope of work appears adequate for initial
assessment of current soil. groundwater, and soil gas concentrations beneath the Site.
Central Valley Water Board staff concurs with the scope of work as proposed in the Work
Plan, and has the following comments:
By 13 April 2018, please submit a Site Assessment Report which details the
completion of the proposed scope of work and the resultant findings. Please include
all current and historical soil, groundwater, and soil gas data in tabular form, and a
comparison of current data to criteria established in the State Water Resources
Control Board's Low Threat Underground Storage Tank Case Closure Policy (LTCP).
Please also include conclusions and recommendations for additional lateral and
vertical assessment of hydrocarbon impacts to groundwater and for the installation of
monitoring wells, if necessary.
Central Valley Water Board staff is aware that the response time for some agency
records requests related to the sensitive receptor survey can be lengthy. Please
notify Central Valley Water Board staff via email once all of the records are received,
and submit a Sensitive Receptor Survey Report within 30 days of receipt of the final
records. The Sensitive Receptor Survey Report may be included as part of the Site
Assessment Report if records are received in time.
If you have any questions or concerns regarding comments in this letter please call me at
(916) 464-4615 or contact me by email at alan.buehler@waterboards.ca.gov .
cc: Sriram lyer, State Water Resources Control Board, UST Cleanup Fund, Sacramento
Michael Kith, San Joaquin County Environmental Health Department, Stockton
John Chase, Chase Chevrolet, 6441 Holman Road, Stockton 95212
Jaff Auchterlonie, Stantec Consulting Services Inc., 555 Capitol Mall #650,
Sacramento 95814
