Box 1810 <br /> Stockton, CA 95201 <br /> REVIE WOFMONITOR ING'REPORTS,NOR TB COUNTYSANITARYLANDFILL, SAN <br /> JOAQUINCOUNTY(CASENO.31") <br /> Regional Board staff has reviewed two monitoring reports for the North County Sanitary Landfill: <br /> • North County Sanitary Landfill, Fourth Quarter and Annual Report for 1999, Groundwater and <br /> Surface Water Monitoring Report, dated 15 January 2000, and <br /> • North County Sanitary Landfill, First Quarter 2000, Groundwater and Surface Water <br /> Monitoring Report, dated 15 April 2000. <br /> As we noted in our letter regarding the Foothill Sanitary Landfill, Staff has noticed that the county has <br /> elected to not conduct resampling when concentrations of constituents are detected at"estimated" <br /> values, that is concentrations that are less than the practical quantitation limit,but greater than the <br /> method detection limits. This is not in compliance with Title 27 requirements. Constituents that have a <br /> concentration limit of"detect"must be retested even though the detected amount is an estimated value. <br /> To be in compliance with Title 27,these detects should still prompt a retest to demonstrate if a release is <br /> indicated. Constituents that were detected in groundwater in either the Fourth Quarter of 1999 or the <br /> First Quarter of 2000 include: <br /> • Volatile Organic Compounds in upgradient and/or downgradient wells, <br /> • Hexavalent chromium in both downgradient wells, and <br /> • Naphthalene in upgradient well,G-l. <br /> In order to demonstrate that the presence of these compounds is not considered a release,the county <br /> shall conduct resampling. The resampling should be completed prior to 30 June 2000 and results <br /> reported to the Regional Board by 15 July 2000. <br /> I have attached a copy of each quarter's Monitoring Report Compliance Checklist that will be included <br /> in the case file for North County Sanitary Landfill. Please note the comments included at the end of <br /> each checklist. Your responses to the comments in this letter and in the checklist should be submitted to <br /> staff of the Regional Board by 30 June 2000. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
