Box 1810 <br /> Stockton, CA 95201 <br /> NORTH COUNTYRECYCLING CENTER AND SANITARYLANDFILL, GROUNDWATER AND <br /> SURFACE WATER MONITORING FOURTH QUARTER &ANNUAL 2001 <br /> We have reviewed the North County Recycling Center and Sanitary Landfill, Fourth Quarter and <br /> Annual 2001, Groundwater and Surface Water Monitoring Report, dated 30 January 2002 and have <br /> found it incomplete. <br /> The results from the 4th quarter event showed several trace detections of various VOCs found in three <br /> wells. All VOCs detected, other than Freon 113 in Gl,were also found in one or more sample blanks. <br /> No resampling was performed. G-1 is the upgradient well. As stated in the Board's 3rd quarter <br /> inspection letter of 17 January 2002, one can conclude that sporadic detections of VOCs represent an <br /> early warning signal that groundwater is impacted. Freon is a common VOC that is the first constituent <br /> to show up in monitoring wells. Historically, this facility has shown numerous trace detections of VOCs <br /> in groundwater which have been found in blanks by the laboratory. We highly recommend that another <br /> laboratory be used with the next sampling event to double-check the quality control of the sampling and <br /> analysis procedures. <br /> Attached is a copy of the Monitoring Report Compliance Checklist that will be included in the case file <br /> for North County Sanitary Landfill. Please note the comments included at the end of the checklist.
