f <br /> !f <br /> ?V <br /> ALTERNATIVE FINANCIAL MECHANISMS <br /> l v <br /> In the event that a pledge of revenues mechanism is not approved, <br /> the County will consider one..of the two following mechanisms. <br /> ENVIRONMENTAL IMPAIRMENT FUND <br /> Article 3.3 of the previously referenced Chapter 5, requires <br /> operators of sanitary landfills to provide for financial <br /> responsibility for third party liability claims. One proposed <br /> mechanism would establish_ a fund to cover environment impairment <br /> claims. It appears that this fund could be used for the dual <br /> purpose of serving as the financial mechanism for Article 3.3 and <br /> Article S. <br /> The County will meet with both the CRWQCB and the CIWMB staff to <br /> discuss this possible dual use. <br /> ENTERPRISE FUND <br /> A third and least preferred mechanism is establishment of an <br /> enterprise fund that would be dedicated to Article 5 financial <br /> assurance. The County would place a surcharge on disposal site <br /> tipping fees to accrue funds in the enterprise fund account. A <br /> $0.50 per ton surcharge on the tipping fees at the three active <br /> County disposal sites would raise $630.000 in less than four years. <br />
