Box 1810 <br /> Stockton, CA 95201 <br /> FOURTH QUARTER/ANNUAL 2002 GROUNDWATER AND SURFACE WATER MONITORING <br /> REPORT,NORTH COUNTYRECYCLING CENTER AND SANITARY LANDFILL, SAN <br /> JOAQUIN COUNTY, WDID 5B390308003 <br /> We have reviewed the North County Recycling Center and Sanitary Landfill, Fourth Quarter/Annual <br /> 2002, Groundwater and Surface Water Monitoring Report, dated 6 March 2003. The report was due <br /> 15 January 2003; therefore is considered a late submittal. <br /> We maintain our concern with the detection of VOCs in monitoring well samples. The sporadic trace <br /> detections of non-laboratory derived contaminants(i.e., chloromethane,toluene). Please provide <br /> information regarding how the County calculates the false positive rates for VOCs under Title 27 by <br /> 1 June 2003. <br /> Leachate flow rate in Module 3 was 10,597 gal/mo in October. November shows only 7 gal/mo and <br /> December shows 0 gal/mo. There is no explanation in the report for this drastic drop in leachate <br /> production during the rainy season for the months of November and December. Your email of 7 May <br /> 2003 explained a little more of your pumping procedures for Modules 1, 2 & 3. The email stated, "I <br /> spoke to the North County site foreman yesterday about the leachate pumping, and apparently they are <br /> able to stay ahead of the formation of leachate as indicated by the "pumping dry" of the leachate sumps <br /> in Modules 1, 2, and 3. These are more of a manual operation: the pumps are turned on until no more <br /> leachate is pumped. It seems that the pumps are working fine, although we cannot measure the level of <br /> the leachate in those sumps. We measure the volume of leachate pumped every two weeks." There <br /> were no statements in the report that described the"pumping dry"of the LCRS or the fact that leachate <br /> cannot be measured in the sump. Mr.Najee provided more information per a telephone conversation on <br /> the same day. He stated that the operators were trying to stay ahead of the leachate production in <br /> Modules 1 &2. <br /> In this regard,we request the County please include a detailed description of the monitoring, <br /> maintenance, and pumping practices and procedures of the LCRS at the North County landfill for all the <br /> landfill modules in future monitoring and reporting program reports. <br /> California Environmental Protection Agency <br /> Co Recycled Paper <br /> The energy challenge facing California is real.
