Box 1810 v..
Stockton, California 95201
.REVIEW OFFOURTH QUARTER AND ANNUAL 2000 GROUNDWATER AND SURFACE
WATER MONITORING REPORT FOR NORTH CO UNTY RECYCLING CENTER AND
SANITAR Y LANDFILL,SAN JOA QUIN COUNTY(Case File No. 3161)
Regional Board staff has completed review of the"North County Recycling Center and Sanitary
Landfill, Fourth Quarter and Annual Report for 2000, Groundwater and Surface Water Monitoring
Report", dated 15 January 2000. A report of well installation, boring log and well completion diagram
for well G-5 was submitted on 6 April 2001.
Staff has the following comments regarding the report:
1. The groundwater contours shown in Figure 3 are erroneous. Map must be redrawn and
resubmitted and the text discussion of groundwater flow (page 8) should be resubmitted as
necessary. Please forward this information to Regional Board staff by 4 May 2001.
2. VOCs were not detected in groundwater except in monitoring well G-5. Methylene chloride
(0.0711) µg/1) and chloromethane(0.238J µg/1)were detected in G-5. The county did not
resample because they consider methylene chloride to be a common"laboratory contaminant",
however the methylene chloride was not detected in the laboratory QA/QC reports. The county
should inform the Regional Board of the detections and resample immediately. Well G-5 has
now been resampled for VOCs for the first quarter of 2001. In compliance with Title 27, the
county should evaluate the data and inform Board staff of any VOC detects.
3. Units of concentration for the 5-year constituents listed on Table 2 are not indicated.
The Monitoring Report Compliance Checklist for the review of the Fourth Quarter and Annual 2000
report is attached.
