Box 1810
Stockton, CA 95201
NORTH CO UNTY RE C YCLING CENTER AND SANITAR Y LANDFILL, GR 0 UND WA TER AND
S URFA CE WATER MONITORING THIRD Q UAR TER 2001
We have reviewed the North County Recycling Center and Sanitary Landfill, Third Quarter 2001,
Groundwater and Surface Water Monitoring Report, dated 15 October 2001.
In accordance with Waste Discharge Requirements Order No. 95-068, the County resampled G-5 due to
methyl tert-butyl ether and toluene detected during the third quarter monitoring. This retest detected
toluene in a trace amount. The County states that various volatile organic compounds (VOCs) are
sporadically detected at this and other groundwater monitoring wells at the North County Landfill due to
laboratory cross-contamination and the low detection limits of the analysis. The County proposes to pay
special attention to future data from this well, and will take appropriate action if future monitoring data
indicates a release.
One can also conclude that sporadic detections of VOCs may also be an early warning that groundwater
is truly impacted. Quarterly sampling monitors trace amounts during a one day sampling event, which
theoretically represents water quality for a three month period. We recommend that the laboratory be
notified of this occurrence and be requested to be diligent in their quality control.
I have attached a copy of the Monitoring Report Compliance Checklist that will be included in the case
file for North County Sanitary Landfill. Please note the comments included at the end of the checklist.
Your responses to the comments in this letter and in the checklist should be submitted by 15 February
2002.
If you have any questions or comments, please call me at (916) 255-3137.
KIM A.
