San Joaquin County Environmental Checklist
d. No listed hazardous waste sites are known to exist within the area(Department of
Toxic Substances Control [DTSC]web site)and would therefore have no impact.
e. The airports nearest the landfill property are the Lodi Air Park, which is
approximately 5 miles to the west, and the Stockton Metropolitan Airport, which
is more than 15 miles to the southwest. Because the landfill property is not
within 2 miles of a public airport or public use airport, there would be no impact.
f. No private airstrips are located within the project vicinity. Consequently, the
proposed project would have no impact.
g. The proposed project would not alter traffic patterns for emergency vehicles
because the project does not involve the lateral expansion of the facility outside
the current landfill footprint, and no new facilities or operational changes are
proposed as part of the project. Further, the project would not require any road
closures or detours. Any emergency plans that incorporate the landfill property
would therefore not be affected by the implementation of the project. The
proposed project would have no impact, and no mitigation is necessary.
h. Because the proposed project does not include expansion of the landfill footprint
or additional excavation beyond the footprint, the potential for fires is not
increased by this project. The project site is not located in an area considered to
be a high wildfire hazard area(San Joaquin County Fire Hazard Map 2000).
Although landfills have an inherent fire risk because solid waste material
contains a high proportion of combustible components, existing operating
procedures and design features of the NCRC&SL operations greatly reduce the
potential fire hazards at the site. These operating procedures include application
of daily or interim cover of the disposed waste and implementation of a
hazardous waste screening program. In addition,to prevent fires from spreading
to neighboring properties,a firebreak is maintained along the site's perimeter.
The firebreak is located just inside the perimeter roadway and is approximately
10 feet in width. These features, already incorporated into the project design,
ensure that potential fire hazards are reduced to less-than-significant levels. No
mitigation is necessary.
Notice of Preparation for the June 2006
North County Recycling Center and Sanitary Landfill 2-48
Permit Revision AS 06307.06
